Dallas County, Texas Partners with KNOWiNK for Successful Poll Pad Implementation

Dallas County, Texas, America’s eighth-largest county, just aced its first election with KNOWiNK’s Poll Pad electronic pollbook system. Joining over 160 counties across the Lone Star State, Dallas now trusts our state-certified technology to deliver seamless, secure elections. Implemented in under two months from February 2025, this milestone highlights Poll Pad’s power to transform voting.

Delivering Election Excellence

The recent election saw Dallas County voters experiencing a seamless check-in process, highlighting the reliability and efficiency of KNOWiNK’s signature product. As the first-in-the-nation electronic pollbook to receive certification from the U.S. Election Assistance Commission (EAC), Poll Pad (v.3.6) has proven itself as America’s most trusted electronic voter check-in technology.

Heider Garcia, Dallas County Elections Administrator, expressed satisfaction with the new system: “The implementation of KNOWiNK’s Poll Pad technology represents our commitment to providing Dallas County voters with the most reliable, secure, and efficient election experience possible. We needed a partner who could deliver dependable technology that would stand up to the demands of our large and diverse voter population. The recent election demonstrated that we made the right choice with KNOWiNK.”

Measurable Success

KNOWiNK was selected by Dallas County to provide 4,500 Poll Pads and had just over two months until voting began. By the end of the Election, Poll Pad was used to seamlessly check in more than 115,000 voters.

As one of the largest counties in America, it was essential that we work hand-in-hand with Dallas County to ensure a successful deployment. Poll Pad improved the election experience for, both, voters and poll workers by reducing wait times while giving voters the flexibility to vote at any location within the county.

A Winning Partnership

Scott Leiendecker, Founder and CEO of KNOWiNK, highlighted the importance of this successful implementation:

“At KNOWiNK, our mission has always been to modernize the election process through secure and innovative technology that election officials can trust. The successful election in Dallas County validates our approach and showcases what’s possible when election officials partner with technology providers who truly understand the unique challenges of election administration.”

Garcia emphasized that the smooth operation of the check-in process is fundamental to voter confidence and participation, adding, “With KNOWiNK’s technology, we improved the overall voter experience while maintaining the highest standards of election integrity.”

“Our poll workers won’t let this thing go.”

During my time as St. Louis Elections Director, I witnessed firsthand the dedication of poll workers who arrive before dawn, work 18+ hour days, and face the scrutiny of voters, observers, and sometimes the media. These civic-minded individuals are the backbone of our democratic process, yet they often receive little recognition for their essential work.

Election workers are truly on the front lines, feeling the pressure from long lines, complex procedures, and heightened public attention. They’re doing their civic duty with little recognition, often in increasingly difficult circumstances with growing scrutiny. I’ve seen the stress in their faces when lines grow long, when procedures change last-minute, or when they can’t quickly find a voter in a paper poll book.

When we designed Poll Pad – America’s most trusted poll book and the first to receive Election Assistance Commission (EAC) Certification – we created it specifically for these dedicated individuals.

I understood from my years managing elections that many poll workers might be intimidated by complex technology. That’s why we built Poll Pad to be intuitive with simple interfaces rather than intimidating processes. This same philosophy extends throughout our entire product suite, including:

Poll Print – Our on-demand ballot printing system designed with the same simplicity and usability
Total Vote – Our comprehensive election management, voter registration and election night reporting system

The best part? When poll workers have the right tools, voters benefit too.

The number one deterrent for a voter is a line. They want to do their civic duty, but they need to get in and out as quickly as possible. In today’s busy world, asking someone to wait an hour to vote might mean they don’t vote at all. Our integrated technology solutions help solve that problem by dramatically reducing check-in times and streamlining the entire voting process.

When I served as St. Louis Elections Director back in 2005, I faced the same challenges many election administrators deal with today: long lines stretching around polling places, frustrated voters, and poll workers struggling to keep up with outdated processes.

My journey in elections began at the Missouri Secretary of State’s office. When asked to take over as St. Louis City Elections Director, I joined an office facing significant turmoil. The position came with tremendous responsibility – ensuring every eligible voter could cast their ballot efficiently while maintaining absolute integrity in the process.

Those years in the trenches taught me that the biggest pain point wasn’t just administrative – it was the voter experience. I wanted to solve this problem from the inside out – to find a way to verify voters quickly while maintaining security. That’s when the idea for Poll Pad was born.

After countless late nights and working through numerous election cycles, we launched our solution in Cape Girardeau, Missouri. I still remember standing in that polling place, watching those first poll workers use it. The technology was basic compared to today, but seeing their faces light up told me we were onto something important. We had created a solution that addressed a real need – because I’d lived that need myself.

Poll Pad is the very product that, earlier this year, received the first-in-the-nation Election Assistance Commission (EAC) electronic poll book certification.

What started with three employees has grown to over 155 team members, most based here in St. Louis, with others strategically located throughout the country to provide hands-on support.

Today, our complete election technology suite includes:
Poll Pad – America’s most trusted poll book and the first to receive Election Assistance Commission (EAC) Certification
Poll Print – Our on-demand ballot printing system that enables vote center implementations
Total Vote – A comprehensive election management, voter registration, and election night reporting system

One out of every four voters in the last November election was processed on a Poll Pad – a statistic that humbles me when I think back to those early days supporting our first elections in Missouri.

As someone who’s been in your position – working under public scrutiny, managing tight budgets, training volunteers, and shouldering the weight of democracy’s most critical process – I understand that election technology is only valuable if it genuinely solves your problems.
